How to apply for Dangerous cargo Endorsement (DCE)?

1. Go to DG Shipping Website -> E-Governance
2. Visit the DG Shipping Website and hover on the tab titled ‘ E-Governance’ As the drop-down menu appears, click on the tab titled ‘e-governance’
3. Log in with your User ID and Password
4. Click on the link that says ‘Update Seafarer Profile’
5. Click on the ‘COP’ tab and select ‘ Check the Eligibility’
6. Select from the drop-down menu ‘DC Basic Oil & Chemical’ or ‘DC Basic Liquified Gas’ and click on the ‘continue’.
7. Check the Documents to be uploaded Once you complete step 6, you will be shown a list of documents that you to upload. The ones that have not been uploaded will appear in red.
8. Click on the ‘Documents tab’ and select ‘Upload Documents’
Upload the following documents in proper format:

1. Self-attested scanned copy of Passport (first, and last two pages) in pdf.

2. Self-attested scanned copy of CDC in pdf.

9. After submitting all documents, come back to the COP Eligibility section

You will now be able to apply for DC endorsement. Click on ‘apply now’

The Dangerous Cargo Endorsement Certificate should be available within 2-3 working Days.

10. Generate DC Endorsement Certificate from Indos/COP Checker

Within 2-3 Working days, you should be able to view and generate your DC Endorsement Certificate using the Indos/COP Checker.

How to apply for Advance DCE?

1. Go to DG Shipping Website -> E-Governance
2. Log in with your User ID and Password
3. Under the ‘Seafarer’ section, Click on ‘DC Endorsement GMDSS Radio Operator’
4. Click on ‘Application for DC Endorsement for Advanced ( Level II )’
5. Check and Fill necessary details
6. Click on ‘Generate Application No.’:
The following documents should be readily available for uploading specified Format:

1. Scan copy of the signed online application.

2. Passport size (3.5 cm X 3.5 cm), photograph with clear white background face covering 70%

3. Scanned signature of seafarer

4. Scanned Modular Course Certificate in one pdf file

5. Certificate from the company should mention the name of the Oil, Chemical, and Gas cargo carried along with their grade

6. Self-attested scanned copy of CDC booklet pages showing relevant sea services

7. Pay Fees and Print Acknowledgement.
8. Press ‘Home’ on the topmost right-hand corner and click on ‘DC Endorsement GMDSS Radio Operator’
9. Click on Pay ‘CoC & CoP Fees. Upload Documents and View Status’
10. Under ‘Document Upload Status’ Column, Click on ‘Upload Documents’

Continuously Check the Status by clicking on the ‘CoC & CoP Fees. Upload Documents and View Status’

What is the difference between DCE and COP?

• The Dangerous Cargo Endorsement shall hereafter be called as Dangerous Cargo Endorsement or the Certificate of Proficiency in Tankers as per STCW 2010 amendments. We, in India are now using the terminology of Certificate of Proficiency (COP) in Tankers for Dangerous Cargo Endorsement. o The Level 1 is now called as Basic training while Level 2 is called as Advance training.

What is the difference between Level 1/Level 2 DCE?

• Level 1 – Operational level Dangerous Cargo Endorsement is now called as ‘Certificate of Proficiency in Basic Training” for Oil / Chemical / Gas Tanker Cargo operations as appropriate.
• Level 2 – Management level Dangerous Cargo Endorsement is now called as ‘Certificate of Proficiency in Advanced Training” for Oil / Chemical / Gas Tanker Cargo operations as appropriate.

Can I apply DCE in India with foreign CoC?

• No. Please understand that COP is an endorsement based on the COC issued by a flag. Therefore, you are required to obtain the COP in tanker cargo operations only from the country which has issued your COC.
• However, if you have been issued with Indian COE for sailing onboard Indian ship which is recognition of COC issued by other flag, then COP in Tanker Cargo operations will be issued by the MMD for the purpose of sailing onboard Indian Tankers only.

What’s needed level 2 DCE: experience or cargo?

• No. Although you have sailed on ‘OIL/CHEM Tankers,’ you are not eligible to obtain the Level 2 DCE (COP in Advance training) for Chemical Tankers. For obtaining Certificate of Proficiency in Advance training for Chemical Tankers, you should have an experience of carriage of chemicals, listed under IBC code, for a minimum period of three months.
• Alternatively, one month experience in a supernumerary capacity with three loading and three discharging of chemicals, documented in a Training Record Book, may also be accepted.

How to revalidate DCE?

• Revalidation of DC Endorsements for officers may be applied online through D.G.S site and will be dispatched to the candidate’s registered postal address by speed post within three working days.
• Level 2 – Management level Dangerous Cargo Endorsement is now called as ‘Certificate of Proficiency in Advanced Training for Oil / Chemical / Gas Tanker Cargo operations. o You should have at least 3 months’ experience during last 60 months on the appropriate type of Tanker OR Undertake appropriate refresher training. i.e. Advanced training in Oil / Chemical / Liquefied Gas Tanker cargo operations Course, as appropriate.

How to renew or apply multiple DCE at the same time?

• Level 2 – Management level Dangerous Cargo Endorsement is now called as ‘Certificate of Proficiency in Advanced Training for Oil / Chemical / Gas Tanker Cargo operations. o You should have at least 3 months’ experience during last 60 months on the appropriate type of Tanker OR Undertake appropriate refresher training. i.e. Advanced training in Oil / Chemical / Liquefied Gas Tanker cargo operations Course, as appropriate.

Is it necessary to upgarde cert. SCTW 1995 to 2010 standards?

• No. You are not required to undergo any of the STCW courses, including the above-mentioned advanced tanker safety courses again, for up-gradation of same into STCW 2010 standards.
• As long as you meet the sea service experience on the respective type of tankers, you can apply for revalidation of COP. o In case you do not have at least 3 months’ experience during last 60 months on the appropriate type of Tanker, you will be required to undertake appropriate refresher training. i.e. Advance training in Oil / Chemical / Liquefied Gas Tanker cargo operations Course, as appropriate.

How many days will it take to obtain a new DCE?

• The COP is dispatched to the candidate’s registered postal address by speed post within three working days.

How to download DCE certificate?

• Visit the official DG Shipping website at dgshipping.gov.in
• Click on INDOS and COP Checker.
• In the Search drop-down menu, select ‘COP- DC Basic’.
• Enter your INDOS Number and Date of Birth.
• That’s it! Your DC Endorsement Certificate will be available for viewing and download within 2-3 working days.
